IPART NSW now accept ASA Safety Certificates for Lighting Products
IPART (the NSW Independent Pricing and Regulatory Tribunal) has not been accepting certificates issued by JAS-ANZ accredited certification bodies for consideration under the NSW Energy Saving Scheme (ESS) including from our company ASA (Australian Safety Approval).
JAS-ANZ in association with the Recognised Electrical Approval Bodies (REAB) have been in discussion with IPART in an attempt to change their policy to accept certificates issued by JAS-ANZ accredited bodies accepted under the ESS. JAS-ANZ and a REAB representative met with IPART on the 17 April 2013 to discuss the issues and a way forward. The main reason for IPART not accepting JAS-ANZ accredited certificates was the perceived inconsistencies across certification bodies as there were no specific standards (as advised by Fair Trading NSW) and as a consequence JAS-ANZ accredited bodies may apply different requirements to the same product. In an attempt to overcome this problem, JAS-ANZ developed a policy which will standardise the approach taken by JAS-ANZ accredited certification bodies if they want their certificates accepted by IPART. JAS-ANZ and REAB made a formal submission to the General Manager, ESS on the 1st August 2013.
On the 28th August JAS-ANZ was advised that The Tribunal (Scheme Administrator) approved an amendment to the IPART requirements, to enable IPART to accept all JAS-ANZ endorsed certificates for non-declared articles issued after the implementation of the draft Policy. Fair Trading NSW no longer have a monopoly is this area.
The draft policy has been published as Policy 6/13. IPART will only accept certificates If the;
- Products are included and are tested in accordance with Policy 6/13,
- Attestations must take the form of a Certificate of Suitability and
- Certificates of Suitability include the JAS-ANZ symbol.
