Carrier interest in the 700MHz spectrum released by the digital television re-stacking suggests that this will be a preferred band for LTS in New Zealand  (see http://www.rsm.govt.nz/cms/policy-and-planning/consultation/radio-spectrum-five-year-outlook-2012-2016/Radio%20Spectrum%20Five-Year%20Outlook%20-%20Release%20version.pdf/view , section 3 – Digital Dividend ).

The carriers may choose to use any of the frequency bands for which they have management rights. A search of the NZ RSM Radio Frequency Register (SMART) by carrier name indicates the bands they have available.

We are not aware of any New Zealand carrier offering LTE services as yet, although Vodafone are in the process of extending a 42MBps mobile broadband service in metropolitan areas http://www.nbr.co.nz/article/we-already-have-4g-%E2%80%93-vodafone-ck-127986

The cellular service providers take on management of the spectrum allocated to them, including setting standards and operating parameters for handsets used on their services.  The NZ RSM maintains a compliance interest in the Bluetooth, WiFi and NFC communication modules used on Crown managed frequency bands by the handsets and their requirements for those modules are the same as applied to other IT equipment.
