As of 1st April2014, body SAR requirements are now enforced in Japan, and per product or type certification for applicable categories of transmitter.

The new Body SAR requirements apply to the following radio products:

1 – Mobile phones, such as WCDMA, CDMA2000, FDD-LTE terminals or repeaters

2 – Wide band wireless access systems, such as AXGP, WiMAX2+ terminals or repeaters

3 – Iridium satellite phones

4 – Thuraya satellite products

5 – Inmarsat (GPS only) products

Should any of the following products be grouped within the same enclosure as any of the above 5 categories, be able to transmit simultaneously, and the resulting average power be higher than 20mW, Body SAR requirements will also apply to them.

6 – Digital cordless phones, including DECT products

7 – PHS devices

8 – Low power radio devices, such as 2.4GHz, 5GHz WiFi devices, excluding some categories of radars.

If a product is used more than 20 cm from the body, or has an average power lower than 20mW, Body SAR requirements do not apply. As an example, Body SAR does not apply to a bluetooth headset.
